Le DCP a \u00e9t\u00e9 initi\u00e9 en 2002 par Alex Fattal, qui s\u2019est rendu \u00e0 El Progreso pour la premi\u00e8re fois en tant que boursier Fulbright, avec le soutien de Nelson P\u00e1jaro Mercado, un leader communautaire dirigeant une \u00e9cole informelle \u00e0 El Progreso. Il est ensuite devenu une ONG nationale dirig\u00e9e par une \u00e9quipe colombienne, avant de se dissoudre en 2008 et de rena\u00eetre pendant trois ans sous le nom de <em>Disparando C\u00e1maras Cazuc\u00e1<\/em> (DCC) en tant qu&#8217;organisation communautaire.<\/p>\n<p>Avec une chambre noire et une salle de classe situ\u00e9es \u00e0 El Progreso, le DCP organisait des ateliers de photographie r\u00e9guliers pour les jeunes. Au fil des ans, le programme a \u00e9labor\u00e9 un curriculum utilisant des exercices simples pour enseigner le concept de photosensibilit\u00e9, passant de cam\u00e9ras st\u00e9nopiques fabriqu\u00e9es avec de vieux pots de confiture, des bo\u00eetes ou des bo\u00eetes de conserve \u00e0 des photographies prises avec des pellicules 35 mm. Les enfants ont r\u00e9alis\u00e9 des photogrammes, des cam\u00e9ras st\u00e9nopiques, des autoportraits, \u00e9crit des photo-narrations (histoires inspir\u00e9es de leurs photographies) et document\u00e9 de mani\u00e8re extensive leur vie quotidienne \u2014 chez eux, en jouant, avec leurs familles et dans leur quartier. Au fur et \u00e0 mesure que les enfants progressaient dans le programme, ils contribuaient \u00e0 enseigner aux nouveaux participants, et l\u2019\u00e9quipe de DCP travaillait en collaboration avec des liens communautaires, souvent des m\u00e8res des participants. Le quartier, compos\u00e9 de logements construits de mani\u00e8re informelle, \u00e9tait entour\u00e9 par un lac pollu\u00e9 et abandonn\u00e9 par l\u2019\u00c9tat, avec un acc\u00e8s limit\u00e9 \u00e0 l\u2019eau, \u00e0 l\u2019\u00e9ducation et aux services de sant\u00e9. Les familles vivaient dans des conditions pr\u00e9caires. Des acteurs arm\u00e9s op\u00e9raient \u00e0 El Progreso, notamment des paramilitaires, des narcotrafiquants, des groupes de gu\u00e9rilla et des gangs locaux, qui exer\u00e7aient un contr\u00f4le social par des menaces, une surveillance constante et le recrutement, parfois forc\u00e9, de jeunes en col\u00e8re. Pendant 18 mois, le DCP a \u00e9t\u00e9 financ\u00e9 par l\u2019organisation n\u00e9erlandaise <em>War Child<\/em> dans le cadre de son programme visant \u00e0 offrir des activit\u00e9s \u00e0 des jeunes \u00e0 risque de recrutement arm\u00e9, en leur proposant des alternatives pour occuper leur temps libre. Ainsi, il a contribu\u00e9 \u00e0 la construction de la paix par un lent travail culturel cr\u00e9ant les conditions propices au changement.
